What is a Menopause Action Plan?

A Menopause Action Plan is a document that sets out the specific, dated actions your organisation is taking to support employees experiencing menopause and to close your gender pay gap. It's submitted through the government's gender pay gap service, alongside your existing gender pay gap report.

It's different from a menopause policy. A policy describes your organisation's ongoing commitments. An action plan lists concrete steps with owners and target dates that you report progress against.

Who needs to publish one,
and by when?

Employers with 250 or more employees can publish a voluntary action plan now. This becomes a legal requirement from spring 2027.

This template gives your HR or People team a working structure to build your plan from, including:

  • Space to record your current gender pay gap figures and existing menopause support
  • Diagnostic questions to identify the drivers of your gender pay gap
  • A selected actions table (minimum 2 actions required: one on the gender pay gap, one on menopause support)
  • The full list of 18 government-recommended actions across five categories, for quick reference

The legal minimum

Your plan must include at least 2 actions in total:

  1. At least one action addressing the gender pay gap
  2. At least one action supporting employees experiencing menopause

At least 2 of your selected actions overall must be status "new or in progress". An already-embedded action can be added on top but doesn't count toward that minimum. The two elements can't be submitted as separate, standalone plans; they're one combined document.

What is a Menopause Action Plan?

A Menopause Action Plan is a document employers publish alongside their gender pay gap data, setting out specific, dated actions to support employees experiencing menopause and to address their gender pay gap. It's introduced under the Employment Rights Act 2025.

Is a Menopause Action Plan a legal requirement?

It's currently voluntary for employers with 250 or more employees. It becomes a legal requirement from spring 2027, covering the 2026/27 reporting year.

What's the deadline for submitting a Menopause Action Plan?

Most public authority employers must submit by 30 March 2027. Private, voluntary, and all other public authority employers must submit by 4 April 2027.

How is a Menopause Action Plan different from a menopause policy?

A menopause policy sets out an organisation's ongoing commitments and support. A Menopause Action Plan sets out specific, dated actions the organisation commits to delivering and reporting on, submitted via the gender pay gap service.

How many actions does a Menopause Action Plan need?
